He was born in Ankara in 1944. After living in Germany for 2 years, he returned to Turkey, founded and directed Derinlik Publishing House. After 1983, he worked as a copywriter in advertising agencies. He received the 1971 TRT Story Achievement Award with his story “Two Days” (İki Gün), the 1978 TDK Novel Award with Pain… Pain… (Sancı… Sancı…), the Haldun Taner Story Award with his story “Gift” (Armağan), the 1999 Sait Faik Story Award with his work When the Sun was Leaving (Güneş Giderken), the 2006 Ömer Asım Aksoy Essay Award with his work The Book in Hand (Elde Kitap), the 2008 Attilâ İlhan Award with his work The Eye of the Hurricane (Kasırganın Gözü) and the 2014 Ebubekir Hazım Tepeyran Novel Award with his work How Tiring to Keep Silent (Susmak Nasıl da Yoruyor İnsanı). “The adventures of Keleş Osman”, which were previously published as two separate books, were collected in a single book named Keleş Osman (Bonny Osman, 2008) in the “Bridge Books” collection of Günışığı Kitaplığı and told the story of a young man and his best friend who only think about running away, to their dream city İstanbul for making their dreams come true. With his children’s novel What’s Bothering Arda? (Arda’nın Derdi Ne?, 2011), which received the 2011 Special Jury Prize of Türkân Saylan Art and Science Awards, he told the story of a boy and the relationship the boy improved with his grandfather when they moved to his grandfather’s house after his grandmother’s loss. And in his next children’s novel Hold on Petek (Dur Bakalım Petek, 2012), he wrote about a girl who finds out that it’s not easy to be a young one and defend her rights in the world of adults. Tosuner’s children’s stories initially published in 1977 were compiled in a book named My Uncle Became a Balloon… (Dayım Balon Olmuş…, 2013) published by Günışığı Kitaplığı. In his following children’s novel Name of the Book (Kitabın Adı, 2015), he told the story of a smart and discursive boy who is able to create a huge world from a simple word; and how the things changed when he met a girl at the school bus. Tosuner’s latest storybook for children is Some Love Summer, Some Winter (Yaz Sevenler, Kış Sevenler, 2019) and he is considered as one of the masters of short story genre with his perfect Turkish in its poetic simplicity. He lives in İstanbul and continues to write for all ages.
