She was born in Alaşehir, Manisa. She worked as an English teacher. Loving to be a traveler, Kılcıoğlu compiled her childhood and youth memories in her books I was Once a Child (Ben Eskiden Çocuktum, 2003) and Speaking to Jale (Jale’yle Konuşmak, 2006). Her first children’s novel I Love Thursdays (Perşembeleri Çok Severim, 2009) is followed by a young adult novel named We were Three Children in İzmir (İzmir’de Üç Çocuktuk – Sezen, Haluk, Meltem, 2010) based on the memories of three famous Turkish artists raised in the same neighborhood. This book (designed by Huban Korman) received IBBY Turkey’s 2010 Best Children’s Book Design Award. After her entertaining children’s novel Today My Name is Cactus (Bugün Adım Kaktüs Benim, 2011) Kılcıoğlu compiled her children’s stories bearing the traces of her journeys to several countries in her book named The Moon is Everywhere (Aydede Her Yerde, 2012) and the book received Best Story Books of 2012 Award of IBBY Turkey. Telling the life struggle of a bagel seller in her book named The Bagel Seller (Gevrekçiii, 2013), she brought together the beloved protagonists of her earlier three books in her book named Top Ten Kids (On Numara Çocuklar, 2014). After her novel The Mountain Calls (Dağ Sustu Dağ Konuştu, 2015) for young adults, her children’s stories reminiscent of sky are compiled in her book named Look at the Sky (Havaya Bak, 2017). Her latest children’s novel is Basement Broadcast (Radyo Pencere, 2019). Kılcıoğlu lives in İzmir with her husband; she has a daughter and a son.
